Arranging the order of poems for viewing... that is a good idea. I'll think about a way to implement that.
The top poets list is based on ratings, views, and comments.
The way to get comments on your poems is to comment on the poems of others -- comment a lot with thoughtful meaning. This is generally the way to get more people attracted to your own work.
Also, this is a slow time for this website. Summer is at the end and people are going back to school.
