A beautiful construction, with the skilful use of words, rhyme, and imagery. The impending hurricane provides the vivid imagery and sets the tone of the message. It has the eye set on you. So you have no escape. You, who lied and cheated.
“I” is mentioned at the very end. So all this is between you and I. So if you hear a laughter when dawning at sea- that is me!
Emotion is conveyed clearly with minimum words.
